Every criterion below was agreed and frozen before any assessment began, and could not be changed once scoring started. Each is scored 0 to 4 against a written rule, then weighted to a total out of 100.
The methodology is published in full once a cycle has been signed off. Until then it is still being agreed, and publishing a draft would suggest a settled rule where none exists yet.
